There actually is no tubing or toboggoning allowed on the hill... there's usually a paid-duty police officer stopping toboggoners on the hill. Plenty of beginner ski and snowboard programs offered through the City of Toronto Parks & Recreation program. Ages 3y+ for skiing and 6y+ for snowboarding lessons available for the winter holiday, January to February period & March Break (non-camp) lessons.
